AI PROVENANCE REVISION NOTE (v2)
The status of the Turan inequalities has been corrected. They are a
necessary condition for RH, not a sufficient one; the unconditional
validity of D(n,2)>0 is the theorem of Csordas, Norfolk and Varga
(1986), which is now cited accordingly. The main theorem is
accordingly restated as an unconditional range: no minor of order
r <= 43 can certify either the truth or the falsity of RH.

TOOLS USED
Conversational AI assistance was used for literature retrieval,
notation cross-checking, LaTeX typesetting, and numerical
recomputation of the constants recorded in Section 9.

HUMAN CONTRIBUTIONS (all mathematical content)
- The reduction of the Toeplitz minors D(n,r) to Schur
  functions s_{(r^n)} of the reciprocal-zero alphabet was derived
  by the author.
- The two-variable closed form in terms of U_k(cos theta) and the
  resulting sign criterion were derived by the author.
- The index bound: in the case of a single conjugate pair it
  follows from the containment nu contained in lambda = (r^n);
  in the case of several conjugate pairs it follows from the
  column bound of Lemma 5.3, namely that the entry 1 occurs at
  most once in each column of a semistandard tableau, whence
  rho_1 <= lambda_1 for every non-vanishing Littlewood-Richardson
  coefficient. This step, which removes the restriction to a
  single violating pair, was found and proved by the author.
- The angle bound theta <= 2 arctan(1/(2 gamma_1)) and the
  resulting threshold r <= 43 were computed by the author; all
  numerical values were independently checked.
- The decision to record the refuted "covering law" conjecture
  and the floating-point artefact was the author's.

AI CONTRIBUTIONS
- Typesetting, cross-checking standard identities, and
  independent recomputation of numerical constants.

VERIFICATION
The author verified every step presented. Steps that are not
proved are identified in Section 10. The generalisation from one
conjugate pair to an arbitrary number of pairs (Section 5.6,
Theorem 6.1) is proved in full; it requires no separation
condition on the moduli and no bound on the number of pairs, and
the constant pi/(r+1) is optimal already at one pair
(Proposition 6.4).
