% \section{Digital Sequences, Frames and Separation}\label{sec:prelim} This section fixes the objects and the conventions. Everything here is classical except for the normalisation of the separation constant and the form of the prefix lemma (Lemma~\ref{lem:prefix}): a bound at the prefixes of one family of sizes, with bounded gaps between consecutive sizes, gives a bound for every number of points. \subsection{Digital Nets and Sequences} Let $q=p^r$ be a prime power and $s\ge1$. Digits live in $\F_q$ and are read through a fixed bijection $\enc\colon\F_q\to\{0,\dots,q-1\}$ with $\enc(0)=0$. For prime $q$ it is the identity on $\{0,\dots,p-1\}$. For a prime power we use the \emph{natural identification} of Niederreiter \cite{Nie92}: fix a basis of $\F_q$ over $\F_p$ that contains~$1$, and read an element with coordinates $(x_0,\dots,x_{r-1})\in\{0,\dots,p-1\}^r$ as the integer $\sum_ix_ip^i$. For $\F_4=\{0,1,\omega,\omega^2\}$ with the basis $(1,\omega)$ this is $0,1,\omega,\omega^2\mapsto0,1,2,3$. We write $\bar y:=\enc^{-1}(q-1)$ for the top digit ($\bar y=-1$ for prime $q$). A point set lives on the torus $[0,1)^s=\R^s/\Z^s$. An \emph{elementary box} in base~$q$ is a product $\prod_cI_c$ in which $I_c$ is one of the $q^{d_c}$ intervals $[iq^{-d_c},(i+1)q^{-d_c})$, $0\le i0$. Then for every $N\ge2$ \[ \delta(P_{[N]})\ge\LB\,q^{-\Delta/s}\,N^{-1/s},\qquad h(P_{[N]})\le\sqrt s\,q\,N^{-1/s},\qquad \frac{h(P_{[N]})}{\delta(P_{[N]})}\le\frac{\sqrt s\,q^{1+\Delta/s}}{\LB}. \] In particular the sequence is quasi-uniform. \end{lemma} \begin{proof} \emph{Separation.} Let $N\ge2$ and let $m'$ be the least element of $\Lev$ with $q^{m'}\ge N$. Then $P_{[N]}\subseteq P_{m'}$, and a subset has at least the separation of the whole set, so $\delta(P_{[N]})\ge\delta(P_{m'})\ge\LB\,q^{-m'/s}$. It remains to show $q^{m'}\le q^{\Delta}N$. If $m'=\min\Lev$, then $q^{m'}\le q^{\Delta}\le q^{\Delta}N$. Otherwise $m'$ has a predecessor $m''$ in $\Lev$; by the choice of $m'$, $q^{m''}
